Adds the coordinated set identification service (CSIS) server.
This is still a work in progress and thus there are no public
API for it yet, and some code changes will still be needed.

UUID values for the Content Control ID characteristic
The Content Control ID characteristic is a separately defined
characteristic used in the media control service and in the telephone
bearer service in LE Audio.
This commit is part of the upmerge of le-audio from the topic-le-audio
branch.

Improve the documentation of the UUID header by adding documentation
for all helper macros.
Be explicit in which macros that expects host endianness, and which
ones that expects little endian format.

BT_UUID_ES_TRIGGER_SETTING was incorrectly using
BT_UUID_ES_MEASUREMENT_VAL as value instead of

Add encode utility mocre for 16 and 32 bits UUIDs that can be
used to in combination with BT_DATA_BYTES to include UUIDs
in advertising data.

In C99 the construct (T){init-list} is called a compound literal, and
is an lvalue. In C++ it is simply a cast expression to non-rvalue
type, which is a prvalue. In both languages the expression is a
temporary, but in C99 taking its address is well-defined while in C++
it is an error diagnosed as "taking address of temporary".
Headers that may be used in C++ application code must avoid invalid
expressions. Replace all uses of &(T){init-list} in headers with the
functionally equivalent but C++-legal (T[]){{init-list}}.

Expose the bt_uuid_to_str function as an API to the application.
This aligns this function with the bt_addr_to_str function call. This
allows the application to use this function without having to enable
the BT_DEBUG option.
Move the in-place bt_uuid_str to internal logging, this is mainly done
due to the limitation in the log_strdup that shouldn't be exposed to the
application.

C++ does not allow chaining of data members when identifying the
designator. Since the generic structure has only one member remove
the designator from its internal initializer.

This commit adds an macro to allow UUID 128
to be written in more user-friendly form.
UUID in 128 bit form requires an array creation.
To complicate the whole thing - it requires the array to start from LSB,
so using the readable form, we have to write it down backwards.
Old way to declare example UUID 6E400001-B5A3-F393-E0A9-E50E24DCCA9E:
0x9E, 0xCA, 0xDC, 0x24, 0x0E, 0xE5, 0xA9, 0xE0,

Endianness bug fix in bt_uuid_create function.
Replaced bt_uuid_create_le with bt_uuid_create which
handles both UUID from air and internal varaiable.
Fixed bug with endianess in case of big endian targets.

Find by type does only accept a UUID with the same length as the UUID
which is stored in the internal list. If a UUID is stored in the short
16 bit format then a request with 128 bit UUID will fail.
Add support for the missing formats.

create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

The string returned by bt_uuid_str() is not in ROM so log_strdup()
must be used on it. This also eliminates the following kind of warning
messages: "<err> log: argument 3 in log message "%s: start_handle
0x%04x end_handle 0x%04x type %s" missing log_strdup()."

The API name space for Bluetooth is bt_* and BT_* so it makes sense to
align the Kconfig name space with this. The additional benefit is that
this also makes the names shorter. It is also in line with what Linux
uses for Bluetooth Kconfig entries.
Some Bluetooth-related Networking Kconfig defines are renamed as well
in order to be consistent, such as NET_L2_BLUETOOTH.

Add an initial implementation for the Bluetooth Mesh Profile
Specification. The main code resides in subsys/bluetooth/host/mesh and
the public API can be found in include/bluetooth/mesh.h. There are a
couple of samples provided as well under samples/bluetooth and
tests/bluetooth.
The implementation covers all layers of the Bluetooth Mesh stack and
most optional features as well. The following is a list of some of
these features and the c-files where the implementation can be found:
- GATT & Advertising bearers (proxy.c & adv.c)
- Network Layer (net.c)
- Lower and Upper Transport Layers (transport.c)
- Access Layer (access.c)
- Foundation Models, Server role (health.c & cfg.c)
- Both PB-ADV and PB-GATT based provisioning (prov.c)
- Low Power Node support (lpn.c)
- Relay support (net.c)
- GATT Proxy (proxy.c)
Notable features that are *not* part of the implementation:
- Friend support (initial bits are in place in friend.c)
- Provisioner support (low-value for typical Zephyr devices)
- GATT Client (low-value for typical Zephyr devices)

Replace the existing Apache 2.0 boilerplate header with an SPDX tag
throughout the zephyr code tree. This patch was generated via a
script run over the master branch.
Also updated doc/porting/application.rst that had a dependency on
line numbers in a literal include.
Manually updated subsys/logging/sys_log.c that had a malformed
header in the original file. Also cleanup several cases that already
had a SPDX tag and we either got a duplicate or missed updating.
