Align the capitalization of the term "Bluetooth Mesh" to Bluetooth mesh"
in the documentation. This is done to to match the new updated naming
convention done in Bluetooth SIG. In the upcoming spec versions, it its
used "Bluetooth mesh" with the lower case convention.

The current approach with storing RPL by timeout doesn't solve all
issues as the node may loss power before the timer is fired.
In addition to that this may wear out flash quickly if short timeout is
used.
This change adds an API to store the pending RPL entry upon user
request. Additional Kconfig option allows to completely disable timer
so that the whole storing relies on the user.
The mesh stack still stays responsible for outdating RPL entries in case
of IV Index update as this happens implicitly for the user.

This commit allows an unprovisioned device to exchange its public key
using out-of-band techology (see MeshPRFv1.0.1, table 5.19 and section
5.4.2.3).
For in-band public key exchange, the mesh stack uses HCI commands to
generate public and private keys, and DH key. This, however, doesn't
work for OOB public key exchange since there is no command to generate
DH key with a private key provided by an application. Therefore, this
commit adds direct usage of TinyCrypto into the mesh stack for DH key
generation for OOB public key support.

Adds a "polled" function to the friend callback structure, that gets
called every time the friend receives a poll message. The polled
callback is called before the establish callback, to match the LPN
behavior.

Moves mesh feature configuration to a separate module, deprecating the
bt_mesh_cfg_srv structure. The initial values for the features should
now be enabled through KConfig, where new config entries have been added
for each feature.
This removes the upward dependency on the config server from the core
stack, and makes the config server a pure frontend for the configuration
states, as all spec mandated behavior around the feature states is now
encapsulated.

Currently all provisioning procedure into common source
files call `prov.c`, that will not compile separately.
Add `BT_MESH_NODE` to control whether nodes are supported
and device provisioning is supported, this will be used in
provisioner role.
Add more provisioner OOB authentication method.

callback function to notify upper layer to determine
currently friend node information, which may be used
in future.

Refactor the handling of network nodes and their keys into a separate
Mesh Configuration Database (CDB). This, not only creates a separation
of the local node and the other nodes, but also makes it possible to
implement functions to manage the whole, or at least parts of the mesh
network.

Fills in all missing API documentation for the public Bluetooth Mesh
API, and unifies the formatting of all entries.
Some defines and enum values have been left without documentation in
cases where the meaning is self explanatory, and documentation wouldn't
add any value. Structure members that are just internal parameters are
left without documentation, as this also hides them from the generated
documentation output.

Make it possible to provision devices over advertising bearer (PB-ADV).
Many messages in the provisioning protocol are the same for provisioner
and device so much of the code could be reused by only changing when
they are expected to arrive.
This introduces to concept of local and remote device keys. The models
for cfg_cli and cfg_srv have been updated to reflect this concept. Both
the send and receive path in the transport layer have been updated to
support encrypting/decrypting with local and remote device keys.
When a node has been provisioned it is stored in bt_mesh_net.nodes. If
CONFIG_BT_SETTINGS is enabled, they are also saved to settings. If the
callback node_added in bt_mesh_prov has been set, it will be called for
every node that gets provisioned. This includes when they are retrieved
from settings.
The configuration CONFIG_BT_MESH_NODE_COUNT controls how many nodes that
can be provisioned.

Allows the user to pass a provisioning input complete callback to the
provisioning module, letting the application stop displaying its output
OOB value when the other party finishes their OOB input.

In some cases the Friendship & Low Power Node features aren't
available or feasible, however power saving is nevertheless required.
This patch introduces two new APIs to suspend and resume the Mesh
network. Currently, what this impacts is the LE scanning, the
ability to allocate new outgoing buffers, as well as the model
publishing, beacon and heartbeat timers.

Until now the OOB info and URI fields in unprovisioned beacons were
generally ignored by the implementation. Add fields for these to
bt_mesh_prov and make sure to take them into account when encoding
advertising data, both for PB-ADV and PB-GATT. For PB-ADV the URI goes
out in a separate beacon, whereas for PB-GATT it is placed in the scan
response data.

Features received in Config Heartbeat Publication Set message can have
Feature bits set to RFU values.
This patch fixes setting this RFU bits in Heartbeat Publication
Features, so that those are not indicated in Config Heartbeat
Publication Status message.

This makes it possible to pass all IV Update tests without having to
build a custom configuration for some of the tests. We also disable
the feature in all sample configurations, but leave it on in the
tests.

Many apps, the mesh shell included (due to PTS test requirements)
benefit from exposing LPN state and polling outside of the stack.
Introduce new APIs for these, and add code to the mesh shell module to
take advantage of them.

Add the ability to track the provisioning bearer through an extra
parameter to link_open/close. Also introduce new public functions to
enable/disable specific provisioning bearers. This also means that one
now needs to explicitly enable provisioning bearers after calling
bt_mesh_init().

As the number of mesh APIs grows it becomes a bit cumbersome to have
everything in a single header file. Split the mesh.h header file into
multiple files in a new mesh subdirectory, and include the new headers
from the old one to retain backwards compatibility and simplicity for
apps (they only need to include <bluetooth/mesh.h>).
