Causes the documentation build to fail on Kconfig parsing, needs fixing.

Enable application specific configuration to be easily included
and manageable via Kconfig. Add sample.

ISSM team wanted to integrate
"samples/application_development/static_lib" app
into their IDE. Al-ashi, Mahmoud <mahmoud.al-ashi@intel.com> found
it failed to "make flash" this app.
Also this patch added "make flash" build targets.
