Move the header file to corresponding directory which refers to
submodule name instead of root of drivers directory.

In order to bring consistency in-tree, migrate all tests to the new
prefix <zephyr/...>. Note that the conversion has been scripted, refer
to #45388 for more details.

Wrongly places under application_development. We have a CPP subsystem,
so move them under tests/subsys/cpp for consistency.
