Clarified that clock_control_off and clock_control_async_on can be
called from any context since they are non-blocking.

move misc/slist.h to sys/slist.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.
