For tests that set CONFIG_MP_NUM_CPUS, switch to using
CONFIG_MP_MAX_NUM_CPUS instead as we work to phase out
CONFIG_MP_NUM_CPUS.

Increase timer timeout. 5ms timeout was too short for some
devices (e.g. with slow and blocking uart output).

Add a bunch of missing "zephyr/" prefixes to #include statements in
various test and test framework files.

get_version_check will leave the version info unchanged if osKernelGetInfo
fails. This lead to a compiler warning when those results were used.
Initialize the values with data that will cause a failure that should be
easily diagnosed.

In order to bring consistency in-tree, migrate all tests to the new
prefix <zephyr/...>. Note that the conversion has been scripted, refer
to #45388 for more details.

Move include paths and add new target_include_directories to support
backwards compatibility:
* /include -> /include/zephyr

add a bitarray into struct osThreadDef_t to indicate whether the
thread is used or not, then we can get the first available thread
by searching this array when creating a new thread, and update this
array to add a free thread when terminating a thread.

Move to CMake 3.20.0.
At the Toolchain WG it was decided to move to CMake 3.20.0.
The main reason for increasing CMake version is better toolchain
support.
Better toolchain support is added in the following CMake versions:
- armclang, CMake 3.15
- Intel oneAPI, CMake 3.20
- IAR, CMake 3.15 and 3.20
