* Select always PICOLIBC. This is anyhow the default for all
but the posix architecture. And for the posix architecture
we need it as POSIX_CLOCK does not work with the host C
library.
* Fix the testcase filtering. This sample works fine
in native_sim (when not using the host libC),
but does not work for native_posix(_64), as those can
only be built with the host libC, and in that case,
the POSIX_CLOCK provided functions will not be properly
linked to.

various test and test framework files.

This platform is slow on some tests and times out on non-hardware
related tests, so exclude it or increase timeout for some of the tests
to avoid false negatives in the test results due to timeouts.

Move to CMake 3.20.0.
At the Toolchain WG it was decided to move to CMake 3.20.0.
The main reason for increasing CMake version is better toolchain
support.
Better toolchain support is added in the following CMake versions:
- armclang, CMake 3.15
- Intel oneAPI, CMake 3.20
- IAR, CMake 3.15 and 3.20
