move misc/util.h to sys/util.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

Since setting USB console port name is moved to DTS users have
problems enabling it. Notify user that the console is not set.
