Up until now, the `__thread` keyword has been used for declaring
variables as Thread local storage. However, `__thread` is a GNU
specific keyword which thus limits compatibility with other
toolchains (for instance IAR).
This PR intoduces a new macro `Z_THREAD_LOCAL` which expands to the
corresponding C11, C23 or C++11 standard keyword based on the standard
that is specified during compilation, else it uses the old `__thread`
keyword.

various test and test framework files.

In order to bring consistency in-tree, migrate all tests to the new
prefix <zephyr/...>. Note that the conversion has been scripted, refer
to #45388 for more details.

This changes k_mem_domain_init() to return error values
instead of asserting when errors are encountered.
This gives applications a chance to recover if needed.

It was discovered that TLS data/bss in stack need to be
aligned correctly or else incorrect variables would be
accessed. This makes tdata and tbss sections to have
odd sizes to make sure everything still works.
