There was wrong implementation in pkt frag removing and inserting.
This was causing infinite loop in either net_buf_frag_last or
net_pkt_get_len. This happened only when the pkt frag removing
and inserting was executed too fast after sending pkt before
ethernet_send calling net_pkt_get_len.

Current clock synchronization was always stepping clock. This was
causing large offset, and discontiguous ptp hardware clock time.
For TSN hardware, discontiguous ptp hardware clock time was not
able to be used for other TSN protocols.
This patch is to convert to frequency adjustment with a basic
PI control algorithm.

At the starting of ptp syncrhonization, there may be not Sync frame
TX/RX timestamps in first time link delay calculation.
So, need a check for that in case of wrong link delay calculated.

Allow user to specify protocol extensions when receiving data
from Ethernet network. This means that user can register L3
protocol handler using NET_L3_REGISTER() with the desired
protocol type. Ethernet code will then call the handler if
such a protocol type packet is received. This is currently
only implemented for Ethernet. The original IPv4 and IPv6
handling is left intact even if they can be considered to
be L3 layer protocol. This could be changed in the future
if needed so that IPv4 and IPv6 handling could be made
pluggable protocols.

Retreiving IP address from the networking interface assigned to
a PTP port could result in NULL dereference or undefined behaviour
when passing NULL to `memcpy()` function. Added check on addresses
returned from functions retreiving IP address from an interface.

Compilation errors in ptp library when using C++ compiler.
First error is due to 'class' keyword being reserved in C++
and 'class' is used as a variable name in ptp library.
Second error is due to a flexible array member in a struct
is not placed at the end.

The asserts always fail because the condition is inverted.
This patch fixes the condition to verify the socket
is lower than PTP_SOCKET_CNT.

When the offset is larger than 1 second, the time
adjustment should still be allowed to be bidirectional.
Casting the offset to an unsigned value after the
subtraction will allow the adjustment to be bidirectional.

When sending follow up messages, the pre send function
does not insert the correct time stamp in the message.
Issue is fixed by calling the pre send timestamp function.

Offset should be *subtracted* from current clock value, not added.
This was causing clock to accumulate error instead of actually
"converging".

Introduction of PTP stack's core functions responsible for
event generation and handling of these events. Events are generated
base on timeouts and/or PTP messages received via BSD sockets
assigned to a specific PTP Port. These function will be used
in PTP thread.

Add allocation of container used for TLVs and dummy functions for
preparing correct byte order of data. TLV stands for Type, Length,
Value, and it is extension of PTP messages that's used to transmit
extra information. This data is attached at the end of PTP message.

Add dynamic memory allocation for PTP messages. Memory allocation
is done with Zephyr's memory slab. It's size can be configured
with `PTP_MSG_POLL_SIZE` Kconfig symbol.

Implement possibility to configure PTP stack in TIME_RECEIVER_ONLY mode.
This restrics stack behaviour and doesn't allow for any PTP Port
of the PTP Clock become a TimeTransmitter Clock.
The change includes:
- Kconfig option
- Additional field in `struct ptp_port` structure
- New state machine function for a timeReceiver-only PTP Port.
- Extra steps in PTP Clock and PTP Port initialization.
New finite state machine is based on the figure 31
in section 9.2.5 of the IEEE 1588-2019.

This is an initial commit that introduces PTP library in the Zephyr.
It adds basic Kconfig symbols for enabling library, CMakeLists.txt
for compiling it, public header file, and initial PTP thread definition
and library initialization. Implementation of the functional PTP stack
will be introduced in following commits.
