When the network interface goes down, we call
net_ipv4_autoconf_reset() which removes the autoaddress
from the network interface.
The net_ipv4_autoconf_reset() is also called when ACD is started
in which case we could see this error message

This error is superfluous and not needed. So before trying to
remove the address, check if the interface already has it set and
only then remove it.

Add support for IPv4 conflict detection, as specified in RFC 5227.
The new feature is optional and disabled by default.
Address conflict detection was implemented as a part of the IPv4
autoconf feature can be generalized to be available for all address
types.

The netmask should be tied to the IPv4 address instead of being
global for the network interface.
If there is only one IPv4 address specified to the network interface,
nothing changes from user point of view. But if there are more than
one IPv4 address / network interface, the netmask must be specified
to each address separately.
This means that net_if_ipv4_get_netmask() and net_if_ipv4_set_netmask()
functions should not be used as they only work reliably if there is
only one IPv4 address in the network interface.
The new net_if_ipv4_get_netmask_by_addr() and
net_if_ipv4_set_netmask_by_addr() functions should be used as they make
sure that the netmask is tied to correct IPv4 address in the network
interface.

rand32.h does not make much sense, since the random subsystem
provides more APIs than just getting a random 32 bits value.
Rename it to random.h and get consistently with other
subsystems.

When IPv4 autoconf is enabled and IPv4 LL address is configured on an
interface, the subnet mask should be updated accordingly, otherwise it
can lead to unexpected behaviour (like for example not identifying peer
LL address as a part of the same subnet).

net_if_up() unconditionally calls iface_ipv6_start() and
net_ipv4_autoconf_start(). This is not correct for interfaces that do
not support IPv4/v6.
This patch therefore introduces a check on the interface's flags before
proceeding.

Unit tests were failing to build because random header was included by
kernel_includes.h. The problem is that rand32.h includes a generated
file that is either not generated or not included when building unit
tests. Also, it is better to limit the scope of this file to where it is
used.

Remove network specific default and max log level setting
and start to use the zephyr logging values for those.
Remove LOG_MODULE_REGISTER() from net_core.h and place the
calls into .c files. This is done in order to avoid weird
compiler errors in some cases and to make the code look similar
as other subsystems.

be overwritten must use log_strdup() which will create a copy
of the printable string.

Instead of one global log level option and one on/off boolean
config option / module, this commit creates one log level option
for each module. This simplifies the logging as it is now possible
to enable different level of debugging output for each network
module individually.
The commit also converts the code to use the new logger
instead of the old sys_log.

The return of memset is never checked. This patch explicitly ignore
the return to avoid MISRA-C violations.
The only directory excluded directory was ext/* since it contains
only imported code.
