This commit uses the new .. zephyr:code-sample-category directive to
categorize code samples across the tree.
Updates existing legacy references to manually defined targets to now
use :zephyr:code-sample-category: role instead.

Describe the samples using code-sample directive in preparation for
upcoming changes to the Zephyr documentation that will be leveraging
the provided description and metadata.
Also fixed a couple invalid or missing table of contents to have
proper document hierarchy.

The table of contents for the samples' catalog was showing too many
levels for some sections.

Fix index.rst and README.rst to put TensorFlow samples under
External Module samples next to Nanopb sample to avoid 4-level
indentation in the sidebar.

Add the nanopb library and generator tools as a module.
Nanopb is a small code-size Protocol Buffers implementation in ansi C.
It is especially suitable for use in microcontrollers,
but fits any memory restricted system.
