The BLE acronym is not an official description of Bluetooth
LE, and the Bluetooth SIG only ever refers to it as Bluetooth
Low Energy or Bluetooth LE, so Zephyr should as well.
This commit does not change any board or vendor specific
samples, and the term BLE may still be used in those.
It will be up to the vendors to update it if they want,
since many of them are using the term BLE in their
products.

Add Silabs boards to the newly added test cases which exercise the
CONFIG_BUILD_ONLY_NO_BLOBS configuration option. Also fix the namespace to
be "peripheral" for the peripheral sample app.

Twister now supports using YAML lists for all fields that were written
as space-separated lists. Used twister_to_list.py script. Some artifacts
on string length are due to how ruamel dumps content.

Remove qemu_cortex_m3 from various bluetooth tests and samples since
they enable NVS which requires CONFIG_FLASH_PAGE_LAYOUT which is
not supported on qemu_cortex_m3 since there is no flash driver.
We get build failures with the arm-clang compiler because nvs.c
is referencing z_impl_flash_get_page_info_by_offs which does not
exist.
Switch to qemu_x86 as the integration_platforms if it was
qemu_cortex_m3 before.
Removed the bluetooth.mesh.mesh_shell.reduced_legacy as this was
added specifically for building on qemu_cortex_m3.

left as "TBD" right now.

integration_platforms help us control what get built/executed in CI and
for each PR submitted. They do not filter out platforms, instead they
just minimize the amount of builds/testing for a particular
tests/sample.
Tests still run on all supported platforms when not in integration mode.

samples/bluetooth/peripheral couldn't build on nucleo_f429zi
since settings dependency on flash erase bock size.
On this series, flash erase are done per sector with sector
having varying size, so erase block size can't be used directly.
This has to be sorted, but for now nucleo_f429zi is removed from
sample withelist to unlock CI.

This will prepare test cases and samples with metadata and information
that will be consumed by the sanitycheck script which will be changed to
parse YAML files instead of ini.
