While getting alarm time, BIT(7) of each register is checked if it is
set, which send the alarm time as 0 to the requestor. Fix it by checking
if the BIT(7) of each register is not set.

- Define alarm_set_callback() only when CONFIG_RTC_ALARM is set otherwise
a warning will be generated at runtime for the function not being
used.
- add "static" keyword to all internal functions.

Validate the contents of `struct rtc_time` against the provided mask
when setting time or alarm.
Use the same names of function parameters as those in the RTC Interface.

This commit addresses the issue related to the rtc.h API returning ENOSYS
for a driver not implementing alarm_set_callback when the ALARM
functionality is enabled but interrupts, and thus alarm callbacks, are not
supported by the current configuration.
The following drivers have been modified to return correct code:
- rtc_pcf8523
- rtc_pcf8563
- rtc_rv3028
