355d032baa boards: nuvoton: numaker: Drop PINCTRL from board defconfig 
To remove CONFIG_PINCTRL from board side for numaker boards.
The Drivers using Pinctrl should be turning Pinctrl on
instead of the responsibility of the board.

Fixes #78619

0fd564ef7f drivers: gpio: support for Nuvoton numaker series GPIO 
Add Nuvoton numaker series GPIO support, including interrupt mode and
also integrate clock control.
