ea1129ee1a drivers: ethernet: support for numaker m55m1x series 
Add support for Nuvoton numaker m55m1x series EMAC controller.
Also include NOCACHE_MEMORY allocation.
Support to generate random mac address and remove emac data flash.

355d032baa boards: nuvoton: numaker: Drop PINCTRL from board defconfig 
To remove CONFIG_PINCTRL from board side for numaker boards.
The Drivers using Pinctrl should be turning Pinctrl on
instead of the responsibility of the board.

Fixes #78619
