The network log backend had the POSIX_C_LANG_SUPPORT_R
dependency added in a previous commit, but the dependency was
never added to the sample.
Add the dpeendency of LOG_BACKEND_NET to the
samples/net/syslog_net/prj.conf

Convert the network log backend to use socket API instead of
net_context API. This allows the backend to be used also
with socket offloading network drivers.

Instead of forcing use of NEWLIB_LIBC, select any available complete C
library implementation. Add CONFIG_REQUIRES_FLOAT_PRINTF and adjust
CONFIG_LIBC_MALLOC_ARENA_SIZE as needed.

Clean up logging menuconfig by grouping configuration into
sections like: mode, processing configuration, backends.
Additionlly, removed LOG_ENABLE_FANCY_OUTPUT_FORMATTING which is no
longer in use.

The immediate logging option cannot be used with network logging
support CONFIG_LOG_BACKEND_NET as that would cause the generated
rsyslog messages to be malformed. The UDP packets would only have
one byte payloads which is not correct. So make sure that user is
not able to select a configuration with immediate mode and network
logging.

The application won't work anymore as it uses the old syslog
logging and networking is now converted to use the new logger
so there is no need for this sample application.

This finishes refactor of splitting off net_config library name from
net_app library, started in c60df1311, c89a06dbc. This commit makes
sure that Kconfig options are prefixed with CONFIG_NET_CONFIG_
instead of CONFIG_NET_APP_, and propagates these changes thru the
app configs in the tree.
Also, minor dependency, etc. tweaks are made.

Some of the sanitycheck tests were having too small limit for
network buffers when compiling for sam_e70_xplained board.
Increase the buffer limits when testing this for this board.
