Deprecate mode which is using TIMER+(D)PPI for reliable byte counting.
Recently a new approach is added (CONFIG_UART_NRFX_UARTE_ENHANCED_RX)
which supports reliable byte counting without additional HW resource.
This mode is planned to be the only supported RX path mode.
Enhanced RX has slightly different behavior. There are no partial RX
packets (events with non-zero offset). There is UART_RX_BUF_RELEASED
after each UART_RX_RDY event.

The NRF91_SLM has no additional AT channel for the AT shell to
use. This commit disables the AT shell for boards which use
the NRF91_SLM.

- Async UART would start receiving some data incorrectly
without HW RX byte counting at baud rates above 115200.
- Increase the UART buffer sizes to be able to receive
whole UART TXs of 1500 bytes sent by SLM at once.
- Remove the Kconfig items whose definition is now redundant.

The added configuration files allow the sample to be run
on the nRF52840 present on the nRF9160 DK with the nRF9160
(running SLM) being the modem and communication happening
through pins that are routed internally between the two.

The nRF91 series devices, when running the Serial LTE Modem (SLM)
application starting with nRF Connect SDK 2.6.0, can now be used as
standalone modems via the generic modem_cellular driver.
A configuration to run the cellular_modem sample on the nRF9160 DK
(plugged in to another nRF91 series device running SLM) is provided.

This commit adds a sample application which demonstrates how
to use the new driver and modules. The sample uses power
management to turn on the modem, uses network management
to wait for L4 connected, then uses DNS to get the IP
of the server running the python script found in the
server folder, which echoes back data recevied to it.
A packet containing psudo random data is then sent to
the server, which the echoes it back. To validate the
capability of the driver to restart the modem, the
modem is restarted, and the packet is sent again.
The server is hosted by linode, and uses the domain
name test-endpoint.com
