The osFlagsWaitAny option is not handled correctly. It returns once any
flag at all is set, whereas it is supposed to only return once one of
the flags specified in flags is set.

Clarify that all max limit on RTOS objects set by Kconfig only apply
to objects whose control blocks were dynamically allocated. The
CMSIS-RTOSv2 impl layer itself does not restrict the number of
statically created RTOS objects.

Clarify thread Kconfigs to denote the maximum number of dynamically
allocated control blocks and stacks for threads. Allow application to
create any number of threads with statically allocated control block
and stack.

Some code that automatically gets embedded on some platforms relies
on having `CONFIG_TIMEOUT_64BIT` enabled.
Do not force disabling that Kconfig option in the test configuration,
as that will make the test fail to compile on those platforms.

Coverage for cmsis rtos APIS should is provided using simulation, we
should not build those on every platform we have. Avoid failures due to
incompatiblities in requirements coming from various boards and also
reduce churn and noise during testing and CI.

CONFIG_COVERAGE has been incorrectly used to
change other kconfig options (stack sizes, etc)
code defaults, as well as some samples behaviour,
which should not have dependend on it.
Instead those should have depended on COVERAGE_GCOV,
which, being the one which adds special code and
temporary RAM storage for embedded targets,
require changes to many features.
When building for the native targets, all this was
unnecessary.
=> Fix the dependency.

In the mutex and semaphore tests, main thread will sleep for 10 ticks
to wait for test thread to finish its work. And test thread will wait
5 ticks for timeout test. This means that test thread has 5 ticks to
finish its job.
On platform where idle thread has low power mode enabled
(e.g. it8xxx2_evb), latency in waking up from low power mode will cause
main thread to wake up early before test thread has finished its work.
This symptom will break next test (osThreadGetCount() not equal to 2).
This change makes the test threads have a full 10 ticks to finish its job.

The kernel requires the buffer to be word aligned.
Instead of assuming the word size is 32bits,
lets align the buffer to the size of a pointer,
which should match the word size (and which
is the check the kernel performs).

For tests that set CONFIG_MP_NUM_CPUS, switch to using
CONFIG_MP_MAX_NUM_CPUS instead as we work to phase out
CONFIG_MP_NUM_CPUS.

get_version_check will leave the version info unchanged if osKernelGetInfo
fails. This lead to a compiler warning when those results were used.
Initialize the values with data that will cause a failure that should be
easily diagnosed.

add a bitarray into struct osThreadDef_t to indicate whether the
thread is used or not, then we can get the first available thread
by searching this array when creating a new thread, and update this
array to add a free thread when terminating a thread.

Move to CMake 3.20.0.
At the Toolchain WG it was decided to move to CMake 3.20.0.
The main reason for increasing CMake version is better toolchain
support.
Better toolchain support is added in the following CMake versions:
- armclang, CMake 3.15
- Intel oneAPI, CMake 3.20
- IAR, CMake 3.15 and 3.20
