d22c0d2ec3 usb: usbip: add initial support for USBIP server
The server uses host support to export a USB device to a remote
USBIP client. It supports control and bulk transfers, interrupt
transfers may also work, but this depends on the host controller used.

fa7752494d usb: host: rework usbh_xfer_alloc() parameters
The transfers require enpoint MPS for proper transaction handling,
assign it in the common place during transfer allsocation so that it can
be reused.
Some users, such as USBIP, may need to keep a reference to private data,
add a parameter for completion callback data.

Add an opaque pointer to store upper layer private data and initialize
it with the USB host context during controller initialization. Use the
pointer in event processing to get the correct context.

a7c8a8d46d drivers: uhc: remove UHC transfer parameter addr and attrib
Address parameter/argument is no longer needed because we have a pointer
to the USB device. The Attrib parameter has never been used and will be
replaced by the interval and start-frame parameters in the future.

Implement the dequeue function and remove the timeout parameter as it is
no longer necessary and can be handled in the upper layer. The dequeue
function is required for the USBIP implementation.

159f7dbbb1 lib: net_buf: rename header file from zephyr/net/buf.h to zephyr/net_buf.h
Move the network buffer header file from zephyr/net/buf.h to
zephyr/net_buf.h as the implementation now lives outside of the networking
subsystem.

Add (deprecated) zephyr/net/buf.h header to maintain compatibility with old
file path.

476a224dfa usb: host: use uint16_t for Language ID
usbh_req_desc() truncates the descriptor id. This problem is most
visible with string descriptor requests, as only then can wIndex be
greater than 0xFF. In particular, this affects commonly used language
IDs such as English (United States), which is 0x0409.

c0c8952739 shell: do not enable subsystem/driver shell modules by default
Do not enable subsystem/driver shell modules by default and stop abusing
CONFIG_SHELL_MINIMAL, which is internal to the shell subsystem, to decide
when to enable a driver shell.

The list of shell modules has grown considerably through the
years. Enabling CONFIG_SHELL for doing e.g. an interactive debug session
leads to a large number of shell modules also being enabled unless
explicitly disabled, which again leads to non-negligible increases in
RAM/ROM usage.

This commit attempts to establish a policy of subsystem/driver shell
modules being disabled by default, requiring the user/application to
explicitly enable only those needed.

c1065e0e19 usb: host: rework ch9 tools to work on USB device
Use the USB device structure and wrappers introduced earlier.
With this patch, users of ch9 requests do not need to work
directly with the UHC API. The requests are now blocked until
there is a response from the UHC. Callers finally have access
to the data buffer and request status.

9cb777b95e drivers: uhc: rework transfer buffer handling
The current approach is a bit impractical in the upper layer.
This patch removes the two fifos that hold the transfer buffers
and replaces them with a byte array for the setup packet and
a pointer to a data buffer. The data buffer is mandatory for
all types of transfers except control without a data stage.
The waste of eight unused bytes for non-control transfers should
be insignificant, since an additional pointer would be at least
half of it, and then there would be the overhead of handling it.

This patch also clean up the transfer flags, rename owner to callback
as it reflects the upper layer use case, and add an additional member
to hold the pointer to the USB device (peripheral on the bus).

dacb3dbfeb iterable_sections: move to specific header
Until now iterable sections APIs have been part of the toolchain
(common) headers. They are not strictly related to a toolchain, they
just rely on linker providing support for sections. Most files relied on
indirect includes to access the API, now, it is included as needed.

a5fd0d184a init: remove the need for a dummy device pointer in SYS_INIT functions
The init infrastructure, found in `init.h`, is currently used by:

- `SYS_INIT`: to call functions before `main`
- `DEVICE_*`: to initialize devices

They are all sorted according to an initialization level + a priority.
`SYS_INIT` calls are really orthogonal to devices, however, the required
function signature requires a `const struct device *dev` as a first
argument. The only reason for that is because the same init machinery is
used by devices, so we have something like:

```c

	/* only set by DEVICE_*, otherwise NULL */
	const struct device *dev;
}
```

As a result, we end up with such weird/ugly pattern:

```c
static int my_init(const struct device *dev)
{
	/* always NULL! add ARG_UNUSED to avoid compiler warning */
	ARG_UNUSED(dev);
	...
}
```

This is really a result of poor internals isolation. This patch proposes
a to make init entries more flexible so that they can accept sytem
initialization calls like this:

```c
static int my_init(void)
{
	...
}
```

This is achieved using a union:

```c
union init_function {
	/* for SYS_INIT, used when init_entry.dev == NULL */
	int (*sys)(void);
	/* for DEVICE*, used when init_entry.dev != NULL */
	int (*dev)(const struct device *dev);
};

struct init_entry {
	/* stores init function (either for SYS_INIT or DEVICE*)

	/* stores device pointer for DEVICE*, NULL for SYS_INIT. Allows
	 * to know which union entry to call.
	 */

```

This solution **does not increase ROM usage**, and allows to offer clean
public APIs for both SYS_INIT and DEVICE*. Note that however, init
machinery keeps a coupling with devices.

**NOTE**: This is a breaking change! All `SYS_INIT` functions will need
to be converted to the new signature. See the script offered in the
following commit.
