b2a84eaf12 samples bindesc: Add runtime test and change default to native_sim 
* In the docs replace references to native_posix with native_sim
* Switch the default test platform to native_sim from native_posix
* Add a runtime check for this sample

4a0dec6a5a subsys/bindesc: Fix kconfig dependency 
BINDESC can be used with any POSIX arch based target,
not just native_posix.
Fix the kconfig filter and the sample yaml filter.
