Add the documentation on how to use the commandline options to set the
IPv4 addr, gateway and netmask of a native_sim setup.

Rename this driver to eth_native_tap, including renaming all its
options.
The old options remain until v4.4, but as deprecated.

Iface name which is used by native posix ethernet driver can only be
specified at compile-time. I wanted to run two instances of the same
program on native posix but did not want to make two separate builds only
to change the iface name. I have implemented getting the iface name from
command line.

Networking with native_posix
to
Networking with native_sim
replace all links to this page accordingly
and replace its references to native_posix with native_sim.
Background: during this release native_sim is replacing
native_posix as the main host test/development platform.
