4a64bfe351 treewide: Use CONFIG_CPP instead of CONFIG_CPLUSPLUS 
This commit updates all in-tree code to use `CONFIG_CPP` instead of
`CONFIG_CPLUSPLUS`, which is now deprecated.

5c58ebe55b tests: lib: cpp: Relocate tests/subsys/cpp to tests/lib/cpp 
This commit moves the C++ library tests under `tests/subsys/cpp` to
`tests/lib/cpp` now that the C++ library has been relocated to
`lib/cpp`.
