Introduces the Z_IS_TIMEOUT_RELATIVE() macro to help ensure that
checking for relative/absolute timeouts is consistent. Using this
macro also helps ensure that we get the correct behavior when using
32-bit timeouts (CONFIG_TIMEOUT_64BIT=n).

Fix k_sleep implementation for no multi-threading mode.
Absolute value of timeout expiration was fed to the k_busy_wait()
function instead of delta value. That caused bug like incrementing of
sleep time in geometric progression (while actual function argument is
constant) during program running.

Do not build threading support when CONFIG_MULTITHREADING=n is set and
move needed calls to a new file with the changes needed instead of the
ifdef party in sched.c
