5c58ebe55b tests: lib: cpp: Relocate tests/subsys/cpp to tests/lib/cpp 
This commit moves the C++ library tests under `tests/subsys/cpp` to
`tests/lib/cpp` now that the C++ library has been relocated to
`lib/cpp`.
