Move the network buffer header file from zephyr/net/buf.h to

subsystem.

Convert users of net_buf_put() and net_buf_get() functions to use
non-wrapped putters and getters k_fifo_put() and k_fifo_get().
Special handling of net_bufs in k_fifos is no longer needed after commit
3d306c181f, since these actions are now
atomic regardless of any net_buf fragments.

Some tests have a compile script for that test alone, named
`_compile.sh` or `_build.sh`. These scripts are useful for developers to
avoid compiling the world. But these scripts were not run in the CI.
These scripts were previously not suitable for running in the CI because
would put the artefact in the source directory, but this is no longer
the case, and the CI could run these scripts now.
This commit renames any `<test>/test_scripts/_compile.sh` and
`<test>/test_scripts/_build.sh` to `<test>/compile.sh`. The test runner
in CI will ignores any file named `compile.sh`, so there is no need for
a underscore prefix.
This fits into and extends the hierarchical structure of `compile.sh`
chain that starts at `:/test/bsim/compile.sh`, the CI build script tree.
The newly moved scripts now become a part of the build script tree,
called from a `compile.sh` where a duplicate set of build commands was
before. The sub scripts use `run_in_background` to preserve the
parallelism as it was before this change.
This removes an error-prone duplication and makes the CI test all the
build scripts.
Tests that did not have any compile script are not given one for now.

We don't need the TX thread anymore.
Generalizing the pull-based architecture (ie. `tx_processor`) to HCI
commands makes it possible to run the whole TX path from the the system
workqueue, or any workqueue really.
There is an edge-case, where we call `bt_hci_cmd_send_sync()` from the
syswq, stalling the system. The proposed mitigation is to attempt to drain
the command queue from within `bt_hci_cmd_send_sync()`.
My spidey sense tingles however, and it would be better to just remove the
capability of calling this fn from the syswq. But doing this requires
refactoring a bunch of synchronous procedures in the stack (e.g. stack
init, connection establishment, address setting etc), dragging in more
work. I will do it, but in a later patch.

When using the post_init_f to initialize the `bst_result`,
it is not possible to mark the test as
passed immediately as the `bst_result` will be
initialized after the test completes.
This change should overcome this limitation.
Bluetooth mesh tests are kept as is as we are not
sure if this will change the behavior.

This patch removes all uses of the adv auto-resume feature in the host
bsim tests, except for the test of that feature itself, and instead
makes all adv starts explicit.
The auto-resume feature is planned for deprecation. And, explicit
starting of adv makes what happens in the test more explicit as well.

In most cases these were defined as 1. Saving one byte for the rest
doesn't really justify the added complexity that comes with these
options. Removing them also simplifies the interface between HCI
transports/drivers and the host stack, which in turn helps pave the way
for having HCI as a proper Zephyr driver API.

It is often desired to maximize the chances of receiving advertising
when scanning. To achieve this, the scanner should be enabled all the time.
Some controller implementations (like Nordic's SoftDevice Controller)
handle scheduling differently when scan_window = scan_interval.
Having a macro that defines this scanning configuration simplifies
writing applications.

it is very likely that there are multiple devices nearby with
a received signal strength stronger than -70 dBm.

This is the first patch with the goal of establishing a common library
for Bluetooth utilities that are commonly used for setup in Bluetooth
Host tests. The ultimate goal is to remove redundant (near) copies of
these utilities and other more ad-hoc solutions.
This patch moves one instance of testlib (from
tests/bsim/bluetooth/host/att/long_read) to
tests/bluetooth/common/testlib and makes it a proper CMake library.
The long_read test is updated to link to the new CMake library.
Further changes and de-duplication will come in later patches.

When EATT is established, the value returned from `bt_att_get_mtu` is
not useful to determine the ATT_MTU that applies to a ATT response. This
is because `bt_att_get_mtu` may return the value for a different bearer
than the request is serviced on.
To fix this, the params struct for the GATT read operation is given a
new field that will record the ATT_MTU that applies to this ATT
operation. This value is then used to determine if the GATT long read
operation is concluded.

The purpose of this test is to prove that the zephyr host can handle the
behavior described in the Bluetooth Core Specification Vol.3 Part.F
3.3.2 "Sequential protocol".
The host should be able to handle all of those in parallel: one
indication, one write request, multiple commands and multiple
notifications.
The "tester" part had to be written with a "tiny host" implementation
instead of the Zephyr host, as the ZH conflates GATT client and server
and doesn't allow a device to enqueue an ATT request + an ATT indication
on the same bearer.

This was recently refactored (in #58440). But it introduced a bug in which
some channels were connected but not the whole list asked for by the peer.
In that case, `result` will not be `SUCCESS` but we still want to call the
`connected` callback as the peer will consider those channels to be
connected when we send the response.
The symptom is that EATT channels are being instantiated, but not
considered connected (ie. usable by the stack).
Also introduce a test that has asymmetric channel resources (5 on central
vs 2 on peripheral) to reproduce the bug.

This test ensures the data from a charachteristic read callback is not
truncated anywhere. This test illuminates an existing failure, so it's
failing in this commit. The fix is in the same PR.
The test comes with an experimental "library" with easy-to-use
wrappers/utilities for Bluetooth API. The library starts its life in the
directory of the test, but it will be moved outwards when more tests
start using it. It is designed to not interfere with other users of the
Bluetooth API. The library does work just as well on real hardware,
outside of BabbleSim, so it can be used for target tests and
proof-of-concept applications.

return 'int', adapt that for Zephyr to align with those standard. This also
eliminates errors when building with clang when not using -ffreestanding,
and reduces the need for compiler flags to silence warnings for both clang
and gcc.
Most of these changes were automated using coccinelle with the following
script:
