BAP mandates support for bondable mode for all central and
peripheral roles.
Due to Kconfig circular dependencies, some additional
Kconfig changes had to be made.

Added option to set the ASE count through the bap API, making ASE
configuration runtime available. The upper limit of ASEs are still
bound by the Kconfig options set for ASEs.

Move the net_buf implementation from the networking subsystem to a library
as they have no dependency on the networking subsystem.
Network buffers are used in subsystems outside of networking
(e.g. Bluetooth, USB).

find_package(Zephyr) should be called before first project() call.
Zephyr package will test and force-set the correct toolchain, especially
the C compiler.
The project() will also set the C compiler, if not set already.
If project() is called first, then conflict arises on the C compiler
selection and thus the following message is seen:
> You have changed variables that require your cache to be deleted.
> Configure will be re-run and you may have to reset some variables.
> The following variables have changed:
> CMAKE_C_COMPILER= /usr/bin/gcc
This cache deletion results in other errors, such as a missing BOARD
setting.

For the LE Audio unittests there exists a few mock files
that implement mock versions, or callbacks, for some of the
roles and features tested.
These have been moved to where they are actually used,
reducing the scope of these files.
This both allows the individual tests to implement their own
versions of it, but more importantly it prevents issues when
adding tests for these roles. For example, due to the
bap_unicast_client.c mock file, it is impossible to implement
unit tests for the unicast client, as the functions are already
defined.

Add validation of the number of ASEs in control point
write requests.
This validates that the number of ASEs
in the control point is not greater than the total number
of ASEs we support.
This also validates that the GATT MTU is large enough to
hold all the responses from the write since those can only be
sent as notifications and never be truncated.
Finally this validates and updates the size of the buffer used to
hold the responses, which may be an optimization for some builds.

When in the BAP unicast server role, at least PAC sink
or PAC source shall be set.
In order to fulfill this new requirement, a few other Kconfig
options had to be changed to a `depends on` from `select` to
avoid recursive Kconfig requirements. This change may require
some applications to update their configurations according
to the migration guide.
The change from `select` to `depends on` is ideal anyhow
as that is the recommended way to add dependencies.
This can checked via the combined BT_PACS Kconfig value.

LC3 does not define any such configurations, and they are in
fact defined by the BAP. The LC3 header file should thus not
pretend that there are these specific configurations for LC3.

Add callbacks to the stream objects that reflects the
state of the isochronous channel. The connected callback
is called when the isochronous channel is connected, and
similarly the disconnected callback is called when it is
disconnected.
There is a special case for unicast, where if the ACL
disconnects first, then we won't get a ISO disconnect
callback. It should be assumed that the isochronous channel
is no longer valid when the BAP stream enters the idle state,
i.e. when the "released" callback is called.
The purpose of the new callbacks is to provide additional
information to the application. Especially the unicast client
can use this to determine when the stream_start function
can be called again, as there can only ever be 1 outstanding
CIS connection request at a time, but there can be multiple
GATT requests.

This adds the expect_bt_bap_stream_ops_released_called function that
takes an array of streams to verify as an argument. It's more versatile
approach than having expect_bt_bap_stream_ops_released_called_twice
erc. functions, that scales bad.
The function ignores the arhument list order, so that the user does not
have to predict the exact order of function calls.

This removes 2 tests related to ASCS handling ACL disconnection.
c3c83c7049 modified the ACL disconection
behavior, so that ASE goes directly to idle state, not waiting in
releasing state for CIS disconnection. Thus the tests where state
machine waits for CIS disconnection can be removed now.

Even though the ASCS Sink ASE state machine does not enter the disabling
state according to ASCS spec, it still makes sense to do so.
the state transition unit tests are updated to verify calling or not
calling the disable callback, depending on the transition of the state

Instead of calling ase_release for each ASE in the ACL
disconnected callback, we now call the state_transition_work_handler
directly. This is to ensure that when the disconnected callback
returns, the bt_conn object has been properly unref'ed in
a timely manner.

Refactor the bt_audio_codec_cfg to use flat arrays to store
metadata and codec specific configurations.
The purpose of this is to make it easier to copy the data
between layers, but also to support non-LTV data for non-LC3
codec configurations.

When a stream leaves the streaming state the `stopped` callback
will now be called, similar to how the `started` callback works.
This ensures that `stopped` is always called and not just when
the CIS disconnects.

This refactors the code to use exact copy of bt_gatt_attr_read instead
of mock, as the implementation might call the function with stack
allocated value. Using mock would require deep copy of the value for
further verification. As the buffer where the value is about to placed
is one of the attr->read() parameters, the test may call the read()
callback with stack allocated buffer of defined size and read the value
from the buffer.

Rename the bt_codec struct to bt_audio_codec_conf or
to the new struct bt_audio_codec_cap.
Rename the bt_codec_data to bt_audio_codec_data.
The purpose of this is to split the codec specific configuration
and codec capabilities into seperate structs, as they do not
reflect the same values, or used for the same purpose.
This commit depends on the preset macros workings on either
type of struct (for now), but will be modified in future updates.

This adds tests for receiving ISO Data PDU.
* test_recv_in_streaming_state - test whether received ISO Data PDU is
sent to upper layers.
* test_recv_in_enabling_state - test whether received ISO Data PDu is
dropped because upper layer is not ready to receive the data yet.

In order to have clean, self-contained HCI headers that do not have any
dependencies towards the Host or any other part of the system (except
types), reorganize the headers in the following way:
- Split out the macros and structs from hci.h to a new hci_types.h
- Merge the existing hci_err.h into the new hci_types.h

Remove usage of Kconfig symbol `CONFIG_BT_DEBUG_LOG` from tests. It has
been deprecated since this PR:

The Kconfig symbols has been replaced by `CONFIG_LOG=y` on most of the

Twister now supports using YAML lists for all fields that were written
as space-separated lists. Used twister_to_list.py script. Some artifacts
on string length are due to how ruamel dumps content.

This adds 2 new test cases that test whether arrayed parameters are
handled properly.
This improves the existing test_codec_configure_invalid_ase_id_unavailable
test case by handling request conatining 2 ASE_ID's where the 1st is
invalid.
This reproduces the issue fixed in

This adds test_mocks_reset function to be called after test case
preamble. The motivation is to reset the function call state that might
be affected by steps perfromed in the preamble stage, which is not the
code under test.
