This commit adds the new internal function for update the callback,
user data, remote address, and port for a registered connection
handle.

The net_conn_change_callback() is not currently being called by
anyone, so this commit moves to static function, and replaces
the change callback parameter process in net_conn_register().

This allows IPv4 and IPv6 share the same port space.
User can still control the behavior of the v4-mapping-to-v6
by using the IPV6_V6ONLY socket option at runtime.
Currently the IPv4 mapping to IPv6 is turned off by
default, and also the IPV6_V6ONLY is true by default which
means that IPv4 and IPv6 do not share the port space.
Only way to use v4-mapping-to-v6 is to enable the Kconfig
option and turn off the v6only socket option.

Introducing additional socket implementations is rather involved right
now due to some more or less convoluted code that had grown over time.
This change introduces an additional configuration variable in preparation
for additional socket API drivers. The idea is to reduce redundant code
and make existing code more readable by better exposing its actual intent.

The code contained several repeated composite IPv4/v6 and UDP/TCP
preprocessor statements that can be simplified by introducing a hidden
NET_IP preprocessor constant that captures what probably is actually
"meant" by this code.
While we were on it we also used the new constant to further isolate
IP-specific code from non-IP specific generics.

In order to bring consistency in-tree, migrate all subsystems code to
the new prefix <zephyr/...>. Note that the conversion has been scripted,
refer to zephyrproject-rtos#45388 for more details.

Implement SO_BINDTODEVICE socket option which allows to bind an open
socket to a particular network interface. Once bound, the socket will
only send and receive packets through that interface.
For the TX path, simply avoid overwriting the interface pointer by
net_context_bind() in case it's already bound to an interface with an
option. For the RX path, drop the packet in case the connection handler
detects that the net_context associated with that connection is bound to
a different interface that the packet origin interface.

Allow user to disable native IP stack and use offloaded IP
stack instead. It is also possible to enable both at the same
time if needed.

move misc/util.h to sys/util.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

Also, there is no need for unspecified address bit. If specified address
bit is not set, then it will be obvious address is unspecified. Reducing
the amount of bits from 6 to 4.
This permits to reduce net_conn structure of 4 bytes. Its size is as
before indroducing node attribute.

This will optimize path when unused an connection is required or when
looking up a used one.
That said, at this stage, it bloats up the net_conn structure with 4
added bytes. More optimization will overcome this drawback.

As we are adding more protocol families and protocol types
to connection handlers, some values might be same across
different types. Current connection handler only stores
proto type to match the handler, which is not enough if
we add more types. Also combination of family and types
may vary too. So adding family to connection handler to
figure out best match.
Also changing proto variable in net_conn from u8_t to u16_t.
net_context has 16 bit proto.

Though these are currently used by the core only, it will be then used
by net_context as well. This one of the steps to get rid of net_pkt's
appdata/appdatalen attributes.
Also normalizing all ip/proto parameters name to ip_hdr and proto_hdr.

Verifying udp/tcp checksum should be done before calling this function.
Also, up to ipv4 and ipv6 to provide a pointer to their respective
header.

Add support to print connection handler information in net-shell.
There exists one connection handler for each UDP/TCP port that we
are listening. These prints are only available if CONFIG_NET_DEBUG_CONN
is enabled because the net_context has the same information. Thus the
connection handler info is only printed if debugging is active in order
to verify that handler information is proper.

- net_pkt becomes a stand-alone structure with network packet meta
information.
- network packet data is still managed through net_buf, mostly named
'frag'.
- net_pkt memory management is done through k_mem_slab
- function got introduced or relevantly renamed to target eithe net_pkt
or net_buf fragments.
- net_buf's sent_list ends up in net_pkt now, and thus helps to save
memory when TCP is enabled.

There have been long lasting confusion between net_buf and net_nbuf.
While the first is actually a buffer, the second one is not. It's a
network buffer descriptor. More precisely it provides meta data about a
network packet, and holds the chain of buffer fragments made of net_buf.
Thus renaming net_nbuf to net_pkt and all names around it as well
(function, Kconfig option, ..).
Though net_pkt if the new name, it still inherit its logic from net_buf.

This patch is the first of a serie that will separate completely net_pkt
from net_buf.

This is a start to move away from the C99 {u}int{8,16,32,64}_t types to
Zephyr defined u{8,16,32,64}_t and s{8,16,32,64}_t. This allows Zephyr
to define the sized types in a consistent manor across all the
architectures we support and not conflict with what various compilers
and libc might do with regards to the C99 types.
We introduce <zephyr/types.h> as part of this and have it include
<stdint.h> for now until we transition all the code away from the C99
types.
We go with u{8,16,32,64}_t and s{8,16,32,64}_t as there are some
existing variables defined u8 & u16 as well as to be consistent with
Zephyr naming conventions.

Replace the existing Apache 2.0 boilerplate header with an SPDX tag
throughout the zephyr code tree. This patch was generated via a
script run over the master branch.
Also updated doc/porting/application.rst that had a dependency on
line numbers in a literal include.
Manually updated subsys/logging/sys_log.c that had a malformed
header in the original file. Also cleanup several cases that already
had a SPDX tag and we either got a duplicate or missed updating.
