Added the battery level status char to bas service
as per bas_1.1 spec. Added BSIM test for BAS service
to test the NTF/INDs of BAS characteristics.

NUS is implemented as a Bluetooth LE service, exchanging data treating
the NUS characteristics as Serial endpoints: RX characteristic to
receive, TX characteristic to send binary packets.
This implementation also enables the ability to define multiple
instances of the NUS Service, analogous to mutliple serial endpoints,
to use each one for different purposes. Unless disabled through Kconfig,
NUS instantiates a default instance, similar to what other services do,
which allows users not interested in using multiple instances, to not
worry about the inherent complexities.

Because we use the extended kconfig, we have already
supported relative paths, and it is clearer to use
relative paths in the bluetooth submodules.

A single menu within an if like
if FOO
menu "blah"

can be replaced with
menu "blah"
depends on FOO
...
endmenu
Fix up all existing instances.
Also remove redundant extra menus underneath 'menuconfig' symbols.
'menuconfig' already creates a menu.
Also remove the menu in arch/arm/core/aarch32/Kconfig around the
"Floating point ABI" choice. The choice depends on FLOAT, which depends
on CPU_HAS_CPU, so remove the 'depends on CPU_HAS_FPU' too.
Piggyback removing a redundant 'default n' for BME280.

Also change all <description>s from

to just

It's clear enough that it's about Kconfig.
The <description> cleanup was done with this command, along with some
manual cleanup (big letter at the start, etc.)

Clean up space errors and use a consistent style throughout the Kconfig
files. This makes reading the Kconfig files more distraction-free, helps
with grepping, and encourages the same style getting copied around
everywhere (meaning another pass hopefully won't be needed).
Go for the most common style:
- Indent properties with a single tab, including for choices.
Properties on choices work exactly the same syntactically as
properties on symbols, so not sure how the no-indentation thing
happened.
- Indent help texts with a tab followed by two spaces
- Put a space between 'config' and the symbol name, not a tab. This
also helps when grepping for definitions.
- Do '# A comment' instead of '#A comment'
I tweaked Kconfiglib a bit to find most of the stuff.
Some help texts were reflowed to 79 columns with 'gq' in Vim as well,
though not all, because I was afraid I'd accidentally mess up
formatting.

entry to enable and configure the service.
