This commit adds a KConfig option and an API to set the interval in
which chunks get send, in milliseconds.

The MBT server, as the MBT client currently sets the maximum chunk size
according to maximum supported segments in the accesss layer. This might
be suboptimal for some use cases.
The added Kconfig options give customers the option to fine tune it
themselves.
Future work will include addition of an API for the customer to modify
it also during runtime.

so mark as const will be suitable and safely.

Updates Bluetooth mesh specification references:
- Change "Profile" to "Protocol" since the main specification has
changed its name.
- Update/align formating of specification references. This will
make it easier to find spec references in the future.
- Change some section references to point to the correct section of the
newest version of the specification (v1.1).

block_size_log can be 0x20 which will shift 1 by 32 bits which will
cause undefined behavior. Adding ULL to 1 is an option but this will add
little bit more code when debug option is enabled. So simply print the
logarithmic value.

Use ULL suffix to promote the type of the shift operand to uint64_t to
avoid undefined behavior when block_size_log is 32.
