Move the network buffer header file from zephyr/net/buf.h to
zephyr/net_buf.h as the implementation now lives outside of the networking
subsystem.
Add (deprecated) zephyr/net/buf.h header to maintain compatibility with old
file path.

The CAP commander used bt_audio_valid_ltv which required
BT_BAP_STREAM to be enabled, but the CAP Commander does not
need BT_BAP_STREAM to be enabled.
Moved the function to audio.c which is always compiled for
the CAP Commander, thus removing the requirement for
BT_BAP_STREAM and the accompanying bt_bap_stream.c file.

Removes the CIS connection establishment from bt_bap_stream_start
and move the behavior to a new funciton bt_bap_stream_connect.
This has 2 advantages:
1) The behavior of bt_bap_stream_start is much more clear and more aligned
with the spec's behavior for the receiver start ready opcode.
2) It is possible to connect streams in both the enabling
and the QoS configured state with bt_bap_stream_connect as
per the spec. This allows us to pass additional PTS test cases.
To implement this new behavior, samples and tests have been updated.
The CAP Initiator implementation has also been updated
to accomodate for the change in BAP, but the CAP
initiator implementation should work the same for application, except
that it's now possible to do unicast start on ASEs in any order
(https://github.com/zephyrproject-rtos/zephyr/issues/72138).

By exposing the underlying iso channel, the application can retrieve
properties of the iso channel.
This can be useful in case the application wants to use the connection
handle for vendor specific HCI commands or to retrieve the particular
parameters used for the given channel.

Similar to the can_send, the can_recv field indicates whether
or not this endpoint can receive data.
This commit also slightly refactors and optimized how the
can_send field is set.

When using the LC3 codec, all codec configuration are LTV encoded.
The broadcast source did not properly validate this, and it also
uncovered a bug in the bsim test for broadcast sources.

The bt_iso_chan_send function could take an optional
timestamp by using 0 as an indicator. The issue with
this approach was that a timestamp value of 0 is valid,
and could cause potential issue with syncing streams
in a group.
To fully support transmitting with and without timestamp,
bt_iso_chan_send_ts has been introduced, which is the only
function of the two (bt_iso_chan_send being the other) that
supports timestamps.
A new function, rather than adding a boolean to the existing,
was chosen as it simplifies the individual functions as well
as making it more explicit what the function does.
Since the bt_iso_chan_send function is used by LE audio, both
the BAP and CAP send functions have similarly been updated.
Likewise, all tests and samples have been updated to use the
updated function(s), and BT_ISO_TIMESTAMP_NONE has been
removed.

BAP would always set up the ISO data path in both directions,
even for unidirectional CIS. This meant that in the
unconfigured direction, the data path configuration data
would all be 0, which causes issues on some controllers.
The new refactored approach implemented by this commit
will always ensure that the data path is setup correctly,
and that we only set the data path in one direction for
unidirectional CIS. The unset path will use the default
ISO path of HCI and transparant format, which should always
be allowed by a controller.
This is building on the requirement in BAP that all streams in
a unicast group shall be QoS configured at the same time. This
ensures that before any streams in the CIG has been connected,
they have all been configured.

Add support for controlling whether the local controller
should transcode, or whether it will be done by another
module (e.g. the host).
By default when using the macros,
controller transcoding will be disabled.

Replace the BT_AUDIO_CODEC_LC3_ID macro with the
BT_HCI_CODING_FORMAT_LC3 as there is no reason to
define and use the LC3 ID different than the other
allowed codec IDs.

When using BT_HCI_CODING_FORMAT_TRANSPARENT as the codec_id, the
codec configuration (cc) len sent to the controller shall be 0.
Since this goes for all devices, we ensure that we don't
send invalid codec ID and cc data over air.

Rename BT_AUDIO_CODEC_QOS_[UN]FRAMED to
BT_AUDIO_CODEC_QOS_FRAMING_[UN]FRAMED and give a name
to the enum, which is then used by the
struct bt_audio_codec_qos.
The rename was needed as we had a codec_qos initializer of the
same name, so the values were renamed to avoid duplicated
macro names.

Refactor the bt_audio_codec_cfg to use flat arrays to store
metadata and codec specific configurations.
The purpose of this is to make it easier to copy the data
between layers, but also to support non-LTV data for non-LC3
codec configurations.

Rename the bt_codec struct to bt_audio_codec_conf or
to the new struct bt_audio_codec_cap.
Rename the bt_codec_data to bt_audio_codec_data.
The purpose of this is to split the codec specific configuration
and codec capabilities into seperate structs, as they do not
reflect the same values, or used for the same purpose.
This commit depends on the preset macros workings on either
type of struct (for now), but will be modified in future updates.

When an audio stream in a bidirectional CIS is released,
it should not disconnect the CIS if there is still a stream
for the opposite direction streaming. Only if both streams
are not in a streaming state, should ASCS attempt to disconnect
the CIS.

is always > 0.

Added paired_ep to bt_bap_ep_get_info, which would allow to check
whether an endpoint is paired with another endpoint, this would
indicate that its coupled to a bidirectional iso.

Move the BT_AUDIO_TX guard so that it does not cover the
verification functions for valid_codec and qos, as they
are also relevant for receivers to verify what remote
devices send.

From now app layer is able to return explicit response code and
reason that will appear in ASE Control Point notification.
Fixes issues of ASCS/SR/SPE/BI-(07/08/09)-C PTS test cases, where
PTS was receiving wrong response codes and reasons.

This fixes "Conditional jump or move depends on uninitialised value(s)"
error seen in valgrind.
The stream object that is allocated by application has to be initialized
