Instead of forcing use of NEWLIB_LIBC, select any available complete C
library implementation. Add CONFIG_REQUIRES_FLOAT_PRINTF and adjust
CONFIG_LIBC_MALLOC_ARENA_SIZE as needed.

Twister now supports using YAML lists for all fields that were written
as space-separated lists. Used twister_to_list.py script. Some artifacts
on string length are due to how ruamel dumps content.

If CONFIG_LOG_BACKEND_NET_AUTOSTART is disabled, then the syslog
network backend is not started automatically. This option is
enabled by default but it might be that application needs to
start the backend manually if the network is slow to start or
some special routes needs to be set by the application.

some tests configured with CONFIG_NEWLIB_LIBC=y,
it's better to add a filter filter: TOOLCHAIN_HAS_NEWLIB == 1
in those tests yaml file.

The application won't work anymore as it uses the old syslog
logging and networking is now converted to use the new logger
so there is no need for this sample application.
