For each of the fdtable.h functions listed below, convert the
z_ prefixed semi-private functions to use the zvfs_ prefix.
ZVFS stands for Zephyr Virtual File System and
is intended to be a common library used by the C library,
POSIX API, Networking, Filesystem, and other areas.
There are already a few functions in fdtable.h that use the
zvfs_ prefix, so this change is mostly about unifying them in
a way that uses a suitable prefix ("namespace") so that it can
be considered a public API.

Default scan mode is Active. User can force the scan mode to passive
through Kconfig option or using 'passive' option from shell.
Using either of this option will override regulatory settings and
forces all scan channels to be passive only.

Identify the Wi-Fi capability to the networking stack and also the type
of Wi-Fi (Native vs Offloaded), this helps identifying Wi-Fi interfaces

The `fcntl.h` header has never been a part of ISO C so move it to
`include/zephyr/posix`.
To ensure a smooth migration, a header was left in
`lib/libc/minimal/include` that prints a deprecation warning.
Users should either include `<zephyr/posix/fcntl.h>` or switch to
`CONFIG_POSIX_API=y`.

As of today <zephyr/zephyr.h> is 100% equivalent to <zephyr/kernel.h>.
This patch proposes to then include <zephyr/kernel.h> instead of
<zephyr/zephyr.h> since it is more clear that you are including the
Kernel APIs and (probably) nothing else. <zephyr/zephyr.h> sounds like a
catch-all header that may be confusing. Most applications need to
include a bunch of other things to compile, e.g. driver headers or
subsystem headers like BT, logging, etc.
The idea of a catch-all header in Zephyr is probably not feasible
anyway. Reason is that Zephyr is not a library, like it could be for
example `libpython`. Zephyr provides many utilities nowadays: a kernel,
drivers, subsystems, etc and things will likely grow. A catch-all header
would be massive, difficult to keep up-to-date. It is also likely that
an application will only build a small subset. Note that subsystem-level
headers may use a catch-all approach to make things easier, though.
NOTE: This patch is **NOT** removing the header, just removing its usage
in-tree. I'd advocate for its deprecation (add a #warning on it), but I
understand many people will have concerns.

wifi drivers that depends on native ethernet stack cannot perform
wifi API calls missing availability. This changes adds the ethernet_api
interface in wifi_mgmt so that it becomes possible.
Naming "offload" in "struct net_wifi_mgmt_offload" is kept because
Zephyr still has no supplicant to handle a full non-offloaded driver.

Add a separate macro for registering offloaded sockets implementation,
along with information in the structure whether the implementation is
offloaded or not. This allows to differentiate between native and
offloaded socket implementations, which is critical for binding socket
API with an interface.

Instead of keeping a boolean informing whether a network interface is
offloaded at socket layer or not, keep a pointer to a function which
allows to create an offloaded socket. Native interfaces keep this as
NULL, while for offloaded interfaces it allows to connect an offloaded
socket implementation with an interface.

Check if requested socket family, type and protocol are all supported by
the driver, instead of blindly acknowledging every possible variant.
Reuse switch statements checking valid parameter values that were
already part of simplelink_socket() function, by creating 3 helper
functions for conversion of each parameter (family, type and protocol)
from Zephyr to Simplelink values.

Use NET_SOCKETS_OFFLOAD_PRIORITY instead of
NET_SOCKETS_OFFLOAD_PRIORITY, so that by default offloaded sockets will
be used instead of native sockets.
Addiitonally this allows to select relative priority of offloaded TLS
versus native TLS when used together with NET_SOCKETS_TLS_PRIORITY.

Adding these definitions help ease of porting POSIX applications.
They currently do nothing in the core network stack and will
return an error if used. However, they help port some POSIX
without changing these. In particular, this enables using the
Nim programming language's standard library with Zephyr.
- The values copy Linux amd64, similar to the other SO_OPTIONS
- Add SO_SNDBUF to fix simplelink wifi
- Use compat options in simplelink wifi

When creating a socket, all of the registered socket implementation are
processed in a sequence, allowing to find appropriate socket
implementation for specified family/type/protocol. So far however,
the order of processing was not clearly defined, leaving ambiguity if
multiple implmentations supported the same set of parameters.
Fix this, by registering socket priority along with implementation. This
makes the processing order of particular socket implementations
explicit, giving more flexibility to the user, for example when it's
neeed to prioritze one implementation over another if they support the
same set of parameters.

Several wifi drivers add some form of zephyr_include_directories(.)
which isn't needed since the headers in the specific driver dir get
included via #include "foo.h". So we can remove any uses of
zephyr_include_directories(.)

Reimplement getaddrinfo to call SlNetUtil_getAddrInfo from the TI HAL
for a more robust implementation that supports both client and server
modes, and performs better error-checking.

When CONFIG_POSIX_API is set in lieu of CONFIG_NET_SOCKETS_POSIX_NAMES,
some macros such as POLLIN, POLLOUT and MSG_PEEK are undefined, and
the appropriate posix headers need to be included to access those.

Fix typo in logged Kconfig option name that is missing in used
configuration. This one was mostly problematic for developers wanting to

This change removes references to raw POSIX types and functions,
allowing the drivers to build without NET_SOCKETS_POSIX_NAMES.
After this, the dependency between NET_SOCKETS_OFFLOAD and
NET_SOCKETS_POSIX_NAMES can be removed.

With the introduction of ZephyrConfig.cmake all parts of CMake code
should rely on the CMake ZEPHYR_BASE variable instead of the environment
setting.
This ensures that after the first CMake invocation, then all subsequent
invocation in same build folder will use same zephyr base.

By changing the various *NET_DEVICE* macros. It is up to the device
drivers to either set a proper PM function or, if not supported or PM
disabled, to use device_pm_control_nop relevantly.
All existing macro calls are updated. Since no PM support was added so
far, device_pm_control_nop is used as the default everywhere.

Switch to `NET_SOCKET_REGISTER` mechanism over the offloaded API
registration.
Including the following fixes from the review:
* The fd returned by the socket accept call needs to be finalized,
similar to how it is done for socket creation.
* sl_RecvFrom() in TI SimpleLink Host driver does not support NULL
pointers for 'from' address and address length, and sl_SendTo() does
not ignore the destination address when in connection mode, so passing
NULL would cause a failure. These issues have been reported to TI
(CC3X20SDK-1970, CC3X20SDK-1971).
Let's use sl_Recv and sl_Send to implement recvfrom/sendto in the case
of NULL addresses.
* simplelink_poll() should not process negative file descriptors in the
fds array after sl_Selecti() returns. A negative fd value indicates
that the entry is invalid and should be ignored.

Clean up space errors and use a consistent style throughout the Kconfig
files. This makes reading the Kconfig files more distraction-free, helps
with grepping, and encourages the same style getting copied around
everywhere (meaning another pass hopefully won't be needed).
Go for the most common style:
- Indent properties with a single tab, including for choices.
Properties on choices work exactly the same syntactically as
properties on symbols, so not sure how the no-indentation thing
happened.
- Indent help texts with a tab followed by two spaces
- Put a space between 'config' and the symbol name, not a tab. This
also helps when grepping for definitions.
- Do '# A comment' instead of '#A comment'
I tweaked Kconfiglib a bit to find most of the stuff.
Some help texts were reflowed to 79 columns with 'gq' in Vim as well,
though not all, because I was afraid I'd accidentally mess up
formatting.

This is related to findings in #17997 and changes network related
header files to have include files outside of extern "C" { } block.
Declarations that use C linkage should be placed within extern "C"
so the language linkage is correct when the header is included by
a C++ compiler.
Similarly #include directives should be outside the extern "C" to
ensure the language-specific default linkage is applied to any
declarations provided by the included header.

Change the SimpleLink wifi driver to use static IP address instead of
DHCP when it is set by NET_CONFIG_MY_IPV4_ADDR. We also support setting
gateway and netmask via NET_CONFIG_MY_IPV4_GW and
NET_CONFIG_MY_IPV4_NETMASK.
This feature is tested out-of-tree against the echo sample after
modifying its prj.conf file to set the static IP address:
CONFIG_NET_CONFIG_MY_IPV4_ADDR="192.168.1.191"
and after commenting out these lines in its board-specific config
file for cc3220sf_launchxl:
so that the NET_CONFIG_SETTINGS are not overridden.
The wifi sample is also verified to run correctly after running the
echo sample.

Update the files which contain no license information with the
'Apache-2.0' SPDX license identifier. Many source files in the tree are
missing licensing information, which makes it harder for compliance
tools to determine the correct license.
By default all files without license information are under the default
license of Zephyr, which is Apache version 2.
