Overlay adds 4 timers for testing and selects various frequencies
to select high speed (DIVN) and low-speed (LP-CLK) as sources.
Different prescalers are applied for different timers to
test wider range of conditions.

Some Nordic platforms start counter with the delay and
test_short_relative_alarm test expects very early alarm,
just after starting the counter. Adding the delay which
is applicable only for counter based on Nordic RTC peripheral.

Modifying counter drivers (rtc and timer) to rely completely on
device tree and not on Kconfig of MDK flags.
Adapting dtsi for all SoCs and adapting test configuration.

In short_relative_capable test it is possible that short alarm
setting is repeated few times and it is possible that alarm
does not expire shortely after setting. Increase the delay after
expiration is checked.

Commit fd65800 introduced a regression for the counter_basic_api test for
STM32 by using a Silabs Gecko Kconfig to enable the STM32 RTC.
This commit uses the proper STM32 Kconfig for the RTC instead.

In test_all_instances(), if ARRAY_SIZE(devices) is 0, the test is not
performed. At this time, the test result should be TC_FAIL, instead of
TC_PASS. A zassert is needed to filter this case.

It is frequent to find variable definitions like this:
```c
static const struct device *dev = DEVICE_DT_GET(...)
```
That is, module level variables that are statically initialized with a
device reference. Such value is, in most cases, never changed meaning
the variable can also be declared as const (immutable). This patch
constifies all such cases.

Move to pass 'struct device *' instead of a 'char *'. This lets us move
from device_get_binding to DEVICE_DT_GET.
Reworked get_counter_period_us() to not be name based, but instead
we keep a list of devices that need a different period value to check
against.

Skip the test_multiple_alarms() test when the settop value is
not supported. This is to avoid the case where wrap around
take a long time thereby causing test failures

Set the top value relative to the current time. This is
so that we avoid the case of setting the top value that
is prior to the current value.

Modified test to handle case when counter handlers are called in
ZLI interrupt context where kernel primitives cannot be used. In
that case volatile counters are used to track number of handlers
calls.
Added configuration for nrf52840dk board where zli feature is enabled
for all counters.

Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.

Adds native_posix hw counter model and the counter driver.
Functionality is needed by software which is tested
on native_posix and has dependency on counter.
Hardware model was developed similarly to HW timer model.
The counter driver wraps HW counter functions and exposes
basic functionalities: starting, stopping, setting and cancelling
single channel alarms.
Code was tested against: tests/drivers/counter/counter_basic_api.

Since introduction of #24374 this test fails on STM32 boards.
Due to 1Hz frequency of RTC used, the 'diff' could be 0.
But then 'counter_us_to_ticks(dev, processing_limit_us)' is also 0.
We should allow the equality in the assert.

Usually, we want to operate only on "available" device
nodes ("available" means "status is okay and a matching binding is
found"), but that's not true in all cases.
Sometimes we want to operate on special nodes without matching
bindings, such as those describing memory.
To handle the distinction, change various additional devicetree APIs
making it clear that they operate only on available device nodes,
adjusting gen_defines and devicetree.h implementation details
accordingly:
- emit macros for all existing nodes in gen_defines.py, regardless
of status or matching binding
- rename DT_NUM_INST to DT_NUM_INST_STATUS_OKAY
- rename DT_NODE_HAS_COMPAT to DT_NODE_HAS_COMPAT_STATUS_OKAY
- rename DT_INST_FOREACH to DT_INST_FOREACH_STATUS_OKAY
- rename DT_ANY_INST_ON_BUS to DT_ANY_INST_ON_BUS_STATUS_OKAY
- rewrite DT_HAS_NODE_STATUS_OKAY in terms of a new DT_NODE_HAS_STATUS
- resurrect DT_HAS_NODE in the form of DT_NODE_EXISTS
- remove DT_COMPAT_ON_BUS as a public API
- use the new default_prop_types edtlib parameter

Convert DT_RTC_0_NAME to DT_LABEL() references based on the compat being
defined in the build.
Introduce a set of macros that will generate a list of labels based on
compatible matches.

Test is checking if alarm handler is executed at request time or later.
However, validation did not take into account wrapping of the counter.
Fixed by taking into account case where counter wraps.

Fixes test which did not take into account that counter may
wrap (nrf51 has 16bit timers) and was setting alarm to wrong
value. Error was not seen on platforms with higher top value.

Convert driver to use DT_INST macros and remove related board per
instance Kconfig symbol usage.
Also update counter_basic_api test to use DT_INST and remove the
udoo_neo_full_m4.conf as its not longer needed since the per instance
Kconfig sybmols don't exist anymore.

Introduce a new counter API function for reading the current counter
value (counter_get_value()) and deprecate the former counter_read() in
favor of this.
Update all drivers and calling code to match the new counter API.
The previous counter driver API function for reading the current value
of the counter (counter_read()) did not support indicating whether the
read suceeded. This is fine for counters internal to the SoC where the
read always succeeds but insufficient for external counters (e.g. I2C
or SPI slaves).

Add a single counter API test case (not using callbacks) running in
user mode. Convert the existing test setup to use semaphores for
counting events to be able to utilize the same test setup and teardown
functionality in both user and supervisor mode tests.
Most of the counter API basic test suite still needs to run in
supervisor mode due the use of callback functions.

On nRF platforms, Xtal LF clock source starts hundreds of milliseconds.
Until it is not started, test may fail due to wrong timing. Add initial
delay in the test for required clocks complete their start-up.

Some tests assume that the counters are always counting up
without regard to their capabilitiy bits. So fix the tests
if those counters are counting down.
