Replace all occurences of BUILD_ASSERT_MSG() with BUILD_ASSERT()
as a result of merging BUILD_ASSERT() and BUILD_ASSERT_MSG().

create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.

The test case checks that many of the common header files are C++
compatible and checks that some of the primitives like ARRAY_SIZE
work.
