Adds the ability for I2C drivers to report synchronous transfer stats
using a I2C specific macro to define the device instance.
The macro creates a container for device_state which allows for per
instance device class common data structure to be used in the device
class api (ex: i2c.h). This is used to maintain per driver instance
stats for all i2c drivers. This is a reusable idea across other device
classes as desired.
Using Kconfig device class stats may be turned on/off individually
this way as well, in this case I2C_STATS.

Some applications need to get the current I2C configuration. Add a
proper callback to I2C API under Kconfig option not to change
applications that don't need this feature.

Add variants of all i2c transfer functions that accept an `i2c_dt_spec`
as the bus specifier. This helps reduce code duplication in device
drivers.

Introduces the `struct i2c_dt_spec` type, which contains the complete
I2c bus information derived from devicetree. It serves the same purpose
as `struct spi_dt_spec` in that it can be constructed automatically in
`DEVICE_DT_INST_DEFINE` macros and provided as a single handle to I2C
API calls. While I2C has much less instance configuration than SPI, this
is still useful to enable the following pattern in device drivers that
support both I2C and SPI comms:
```
struct config {
union {
struct spi_dt_spec spi;
struct i2c_dt_spec i2c;
};
};
```

Return -ENOSYS when implementation is missing and -ENOTSUP if the
feature is not supported. Those are 2 things. Missing implementation
(-ENOSYS) means that the driver is lacking support for the feature,
-ENOTSUP means we have an implementation but some parameters or
conditions makes the request unsupported.

The I2C slave API has been present since 1.12 but lacked documentation
on the behavior of its functions. Provide that, and revise existing
documentation to make clear the type and mode of the device passed to
each API call.
Documented behavior is derived primarily from the LPC11U6X
implementation, as the STM32 implementation generally ignores return
values.

Now that device_api attribute is unmodified at runtime, as well as all
the other attributes, it is possible to switch all device driver
instance to be constant.
A coccinelle rule is used for this:

disable optional_qualifier

-struct device *

Add API for recovering an I2C bus. This API can be used to recover
from situations where the I2C master and one or more I2C slaves are
out of synchronization (e.g. if the I2C master was reset in the middle
of an I2C transaction or if a noise pulse was induced on the SCL
line).

i2c_slave_register/unregister must not be syscalls since it provides
callbacks that will run in supervisor mode. Nonetheless, verification
functions were missing which means that these functions never worked
from usermode.

move i2c.h to drivers/i2c.h and
create a shim for backward-compatibility.
No functional changes to the headers.
A warning in the shim can be controlled with CONFIG_COMPAT_INCLUDES.
