82cda0ea18 Bluetooth: Audio: Shell: Fix ad data returning -1
Several advertising data function could return -1 in case of
errors, which could mess up the advertising data since they are
intended to increment a counter.

Instead of returning an error we use bt_shell_error to inform
the user and then just return with no data changes, so that if
any of them fails, the failing data is just omitted rather
than causing major issues.

21b5f0c4fe Bluetooth: pacs: Add dynamic PACS registration
Added option to set the PACS Characteristics through the bap API,
making PACS configuration runtime available. Source and Sink PAC, as
well as Source/Sink PAC Location is can be set through a register
function in the PACS api.

f1516c960a bluetooth: audio: shell: eliminate ctx_shell usage
This change aims to eliminate the dependency on `ctx_shell` in
the Bluetooth `audio/shell/*`, making the code more maintainable.
Replaced `shell_*` functions that depended on `ctx_shell` with
the appropriate `bt_shell_*` functions.

48ac31c7a2 Bluetooth: TMAP: Remove double definitions of TMAP roles support
Both the TMAP kconfig file and public header file defined
which roles were supported.

The Kconfig file options were recently added and were more
up to date (and correct), and allows for other Kconfig files
to use these values, thus allowing for more flexibility when
implementing applications.

a0b1e75268 Bluetooth: MPL: Fix build issues with the MPL shell
If logging (CONFIG_LOGGING) was disabled, then the shell
could not build. Ideally the (test) functions should not
depend on logging, but rather only CONFIG_BT_TESTING.

The shell commands were also properly guarded.

4c86a5cc8d Bluetooth: BAP: Depend on BT_PAC_{SNK,SRC} instead of select
Modify ASCS and BAP Broadcast sink to depend on the PAC options
instead of selecting them.

Since Kconfig does not support "depends on X if Y",
a select for PAC_{SRC,SNK} is used depending on
ASCS_ASE_{SRC,SNK}.

8703381764 Bluetooth: Host: Add conversion macros from ms to various units
Add conversion macros from milliseconds to various units.
The purpose of these macros is to make it more clear/easier
for users to set and read values using milliseconds rather
than the various BT units which may be in 0.625, 1.25 or 10ms
units.

This is especially useful when comparing related values using
different units, such as advertising interval (0.625ms units)
and periodic advertising interval units (1.25ms units).

Users will have to be aware that these macros can provide slightly
different values than what is provided, if the provided values
do not match the units.

f970b066d2 Bluetooth: audio: Add possibility to use static broadcast id
Removed the generation of broadcast id inside the stack. It is now up
to the application to generate this by itself. The CAP sample has
been modified to allow either a static broadcast, or a random one.
All of this is handled in the application.

e0a262b33f Bluetooth: Audio: Fix initial Broadcast source values
If the Broadcast ID is initially set to 0x000000,
which is valid, comparison logic on add of an
actual Broadcast ID of 0x000000 fails.

Likewise for SID.

Moving INVALID_BROADCAST_ID define to bap.h

dc97bbd35f Bluetooth: Audio: Rename bt_audio_codec_qos -> bt_bap_qos_cfg
The QoS structure is not related to a codec, but rather a
stream, and should thus not use the "Codec" name.

The BAP and ASCS specs refer to the QoS as
"QoS configuration" several places, so it is an obvious
choice for a name.

Since the structure is defined and used by BAP, the prefix
was changed from bt_audio to bt_bap.

fa4f2ffc47 Bluetooth: CAP: Add support for doing just disable for unicast stop
The unicast_stop function is changed to primarily do a
BAP disable instead of a release, with optional
support for releasing the streams once they have been disabled.

This also adds unittests for the procedure which also
allow us to remove the invalid param testing from the BSIM tests.

Added support for dynamic registration and unregistration of the
Broadcast Audio Scan Service (BASS) within the scan delegator.
This enables both scan delegator and BASS to be registered or
unregistered dynamically at runtime.

1406c547d6 Bluetooth: TBS: Add support for dynamic TBS
The TBS and GTBS instances can now be dynamically registered
and unregistered, which fits better for the use cases of TBS
where specific bearers can come and go depending on the
features of the device.

For example if a SIM card is inserted, then a device can
register a TBS for the provider and remove it again if the
SIM card is removed.

eb22e1fc98 Bluetooth: TBS: Make GTBS mandatory
Any places that checked for GTBS is now always enabled
as GTBS is mandatory to support, and the Kconfig option
was removed.

Also removed a duplicate Kconfig option for TBS,
BT_TBS_SERVICE_COUNT, as it was unused.

The other Kconfig option BT_TBS_BEARER_COUNT is used
instead exclusively to set it if needed.

Since GTBS can now exist alone, it must also
support having its own calls and other values.
This means that the GTBS and TBS instances now share
the same underlying struct.

159f7dbbb1 lib: net_buf: rename header file from zephyr/net/buf.h to zephyr/net_buf.h
Move the network buffer header file from zephyr/net/buf.h to
zephyr/net_buf.h as the implementation now lives outside of the networking
subsystem.

Add (deprecated) zephyr/net/buf.h header to maintain compatibility with old
file path.

Add to_str functions for context, parental rating, active state,
codec cap freq, codec cap frame duration,
codec cap channel count and location.

The remaining values are just numeric values and does not
need a to_str function.

8be6db67fc Bluetooth: ISO/BAP: Refactor BIS bitfield
Refactors teh BIS bitfield values used for ISO
and BAP.

Previously BIT(1) meant BIS index 1, which was a Zephyr choice
in the early days of ISO, as the BT Core spec did not use
a bitfield for BIS indexes.

Later the BASS specification came along and defined that
BIT(0) meant BIS index 1, which meant that we had to shift BIS
bitfields between BAP and ISO.

This commit refactors the ISO layer to use BIT(0) for Index 1 now,
which means that there is no longer a need for conversion
between the BAP and ISO layers, and that we can use a value
range defined by a BT Core spec (BASS).

Added a fallback parameter to
bt_audio_codec_cfg_meta_get_pref_context
as absence of pref context in BAP implicitly means a unspecified
for LC3.

In the case that it is absent BT_AUDIO_CONTEXT_TYPE_UNSPECIFIED
is the returned value.

While the metadata for codec cfg and codec cap are similar,
this only applies for codec cfg as per BAP.

c6cc034b5c Bluetooth: Audio: Add fallback to get_chan_allocation
Added a fallback parameter to
bt_audio_codec_cfg_get_chan_allocation as absence of
channel allocation in BAP implicitly means Mono.
In the case that it is absent,
BT_AUDIO_LOCATION_MONO_AUDIO is the returned value.

This commit also fixes the implementation of
bt_audio_codec_cfg_get_frame_blocks_per_sdu as it only applies to
LC3 (as per the BAP spec). It also adds additional testing of it

d2fbeffaa9 Bluetooth: BAP: Unicast client Split start and connect
Removes the CIS connection establishment from bt_bap_stream_start
and move the behavior to a new funciton bt_bap_stream_connect.

This has 2 advantages:
1) The behavior of bt_bap_stream_start is much more clear and more aligned
with the spec's behavior for the receiver start ready opcode.
2) It is possible to connect streams in both the enabling
and the QoS configured state with bt_bap_stream_connect as
per the spec. This allows us to pass additional PTS test cases.

To implement this new behavior, samples and tests have been updated.

The CAP Initiator implementation has also been updated
to accomodate for the change in BAP, but the CAP
initiator implementation should work the same for application, except
that it's now possible to do unicast start on ASEs in any order
(https://github.com/zephyrproject-rtos/zephyr/issues/72138).
