Bluetooth: Audio: Move CONFIG_BT_CODEC out of unicast-only

Browse Source 
Move the Kconfig options for BT_CODEC out of the
BT_AUDIO_UNICAST guard, as these are used for broadcast sink
and broadcast source as well.
